Dear valued ratepayer,

There have been many changes for the Town of Lafleche staff and Council over the last 36 months. Moving forward, consistency offers enhanced trust and credibility, and an increase in productivity and efficiencies, which is what the taxpayer wants to see. Councillors Dan Jalbert and Julie Williams were acclaimed.

Joe Hochlander joined the Public Works team in late 2024 as Foreman. Joe has great attention to detail and is particular when it comes to taking care of the Town’s assets. He has been slowly updating and upgrading raw water infrastructure, shop supplies, and equipment.

Jacey Kukura is the Town’s current and local Water Treatment Plant Operator. She received her Class 1 Certification in both Water Treatment and Water Distribution from the Saskatchewan Operator Certification Board in Fall of 2025, upon completion of her working hours. Jacey started working as a summer student in 2024, but decided to stay and commit to the Water Treatment Plant Operator challenge. She is smart and a quick learner. When Jacey is able to, she assists with Public Works tasks. She has notified the Town that she will be returning to school in Fall of 2026, so be sure to wish her well in her studies if you see her!

Administration-wise, Liann Perrault is the part-time Administrative Assistant in the Town Office, and I am the Acting CAO until I receive my Standard Certificate from the Board of Examiners. Brekke will continue as my mentor until I am certified and confident in the role, which I am very grateful for as she is a phenomenal mentor and extremely knowledgeable in municipal governance.

The Town of Lafleche Council deliberated its cash budget in February meetings on February 12 and 24. New Council and administration meant more discussion and clarifications before final approval. The mill rate for 2026 remained at 10.5 mills, with a $750 base tax on land and land with improvements in all property classes. The cash revenues budgeted are $1,058,616, while the cash expenditures budgeted are $1,127,710, with a transfer of $69,100 from reserves, resulting in a surplus of $6 for the year. The financial synopsis for 2025 was not available to send out with the tax notices. Once it is received, it will be available for pick up or viewing at the municipal office.

There have been ongoing repairs and replacements at the water treatment plant, which did influence Council’s decision at the budget meetings to apply to the Saskatchewan Municipal Board (SMB) for an increase to the water and sewer rates. Council was informed that the SMB approved the rates set in Bylaw No. 542-26 on April 30 at its May 14th regular meeting. As such, on the June 2026 Utility Billing for April 15 through June 17, the rates have been adjusted as of April 30 to reflect the approved rates for 2026 through 2027. At the end of 2027, in deliberations for the 2028 budget, Council will determine whether to go through with the increase approved for 2028. The increases were mentioned in the April 2026 “In the Know” newsletter, but in case a reminder is wanted, I have included the consolidated rate schedule below.

Raw water in Lafleche is somewhat of a luxury if you will. Not many other towns are supplied with raw water to use for keeping lawns and flowers beautiful. As part of responsible stewardship for the available water resources, the Town asks residents to refrain from watering during the heat of the day and when the wind is unfavorable. Watering in these conditions results in a majority of the water failing to reach the plants, which is not going to help them any regardless, and wastes the available water for the service, which could result in it being shut off if the pond gets too low. The Town reserves the right to limit raw water use throughout the day and may consider, if necessary, shutting it down from 11 a.m. to 3 p.m. and, only if further necessary, shutting it down for entire days throughout the week. The last two weeks have seen many repairs to the pumps, lines, etc. Please be patient; if there seems to be low pressure at one point of the day, try again later.

Where a resident is reported for misuse of raw water, whether it be watering on non-water days, or filling large volumes at a time, Policy 2-03 Section 4, requires administration to do the following:

  1. Send a letter to the ratepayer indicating that they were reported as using the raw water service on their unscheduled day and remind of the schedule;
  2. If the ratepayer continues to use the raw water service on their unscheduled day, that a fifty-dollar ($50) fine will be put on the next utility billing. If not paid by December 31st of any given year, the fine will be applied to that property’s taxes;
  3. If the ratepayer is still not complying with the above, an employee of the Town will shut the ratepayer’s raw water service off for one calendar year.

Advertisements for new employees have been published and put up around Town, this is to assist in succession planning and good fiscal management for the Town. If you or anyone you know would be interested in pursuing a career or a casual position in municipal employment, please do not hesitate to reach out. There are vacancies across the province in all municipal employment departments, so feel free to encourage youth you know to consider public employment as a possible career route.

Council meets on the second Thursday of every month. Ratepayers are welcome to attend to view, and to speak about a pressing concern or specific issue of theirs. To attend and speak at a meeting, it is required that a delegation form be completed and submitted within a reasonable time, of at least 48 hours, prior to the Council meeting. This allows administration to publish notice to the public through the agenda.

Public documents (including bylaws, minutes, financial statements, etc.) are available for viewing in the Town Office during office hours; typically, 8:30 a.m. until 4:30 p.m., Monday through Friday.

Water and Wastewater Manager Job Opportunity!

The Town of Lafleche is seeking applications for the permanent position of Water Treatment, Distribution and Wastewater Manager. The Manager ensures that all water and wastewater treatment and distribution complies with the Permits to Operate and Drinking Water Quality Management guidelines. The Manager is also responsible for submitting all required reports in accordance with the provincial regulations and acts as a direct liaison with the Water Security Agency.

Qualifications & Experience

The successful candidate must possess a Class 3 Water Treatment, Class 1 Water Distribution and Class 1 Wastewater Collection and Treatment. An applicant with a Class 2 Water Treatment, working towards a Class 3 may be accepted. The candidate should also be able to perform heavy manual labor.

The applicant should have experience in the functions and operations of a water treatment plant and wastewater collection and discharge. A minimum of 1 year’s experience as an operator in a treatment plant is an asset. Any operational experience in RO and UF filtration would also be an asset.

Duties & Responsibilities

Operations include all points of water production, treatment, storage, instrumentation and control operations of a Class 3 water treatment and Class 1 water distribution, in a newly upgraded facility. The Manager will be required to operate as well as schedule and oversee all plant operators. The Manager is responsible for all chemical and parts inventory and ordering, monitoring expenditures and assisting with the annual budget.

Compensation

The Town of Lafleche offers competitive wages and benefits. Compensation will be based on qualifications, education and experience. This position is full time, 40 hours per week. The applicant should also be willing to work a casual weekend rotation where necessary. The Town will assist in training costs associated with the applicant maintaining the required continuing education units and certification renewals.

The Assistant Foreman assists in all operations and maintenance pertaining to public works under the influence of Council through the Chief Administrative Officer. The applicant must be motivated, organized and exhibit leadership qualities, as the successful applicant has the opportunity to become Foreman.

Qualifications

The successful candidate must possess a Class 5 Driver’s License. Preference will be given to applicants who possess Power Mobile Equipment Operator’s certification, Water Treatment and Distribution certification and WHMIS, though these are not required as training can be provided. The ideal candidate will be energetic with positive leadership skills to learn to lead the Public Works team to complete the following (but not limited to):

  • Year-round road maintenance (snow removal, sweeping, etc.)
  • Replace & repair municipal infrastructure (roads, sidewalks, culverts, water & sewer lines, etc.)
  • Maintenance & general repairs (nuisance ground, raw water system, municipal buildings, etc.)
  • Mowing, trimming & weeding of open spaces; tree trimming
  • Maintaining the cleanliness of the campground, sports ground facilities, splash park etc.
  • Watering plants & trees
  • Casual water treatment sampling
  • Other duties as assigned by the CAO/Foreman

Raw Water Reminder

Raw water will be up and running by mid-May. There will be notices online and around town when this happens, so please look for this before phoning the office. We know everyone gets excited about having it turned on; however, the start-up maintenance and weather are a determining factor. If you know that your riser needs repair or replacement, please contact the office. Similarly, please contact the office if you know the location of your property’s curb stop.

Watering days following raw water turn on for properties are as follows: North of 4th Ave is on odd numbered days (1st, 3rd, 5th, etc.) and South of 4th Ave is on even numbered days (2nd, 4th, 6th, etc.). Please remember that in the event you use raw water on a day that you are not scheduled to, there will be consequences.

Composting

The compost site is located off 1st Ave. E., on the north side of the road and across the rail road tracks. Please use the receptacle, provided on site, for emptied bags. GARBAGE IS NOT ACCEPTABLE! If problems occur, the compost site may begin to operate similarly to the nuisance ground. Compost should be made up of about 70% “brown” material and 30% “green” material. Brown material includes dead leaves, twigs and wood chips. Green material includes grass clippings, vegetable waste, fruit scraps, coffee grounds and tea bags. If there isn’t a sufficient mix of brown and green materials, the compost pile will not heat up, taking forever to break down.

Casual Water Treatment Operator Opening

The Town of Lafleche is looking for a casual water treatment operator. Duties would include relief operation of the plant at least two days per month, but could be more. Relief operation includes water sampling, testing, housekeeping, equipment monitoring and light equipment repair. Please send resumes to town.of.lafleche@sasktel.net or bring them in to the office.

The Lafleche Lions Club donated and replaced light bulbs in the Legion Hall this past month, and Town Council would like to commend them for their volunteer efforts, thank you!

Council Meeting Updates

At Council’s second budget meeting on February 24, Council adopted the 2026 Cash Budget.

The Town of Lafleche Council passed three bylaws at the March 12 regular meeting. The first was Bylaw No. 540-26, an amending bylaw to the Waste Management Bylaw No. 538-25. The amendments in this bylaw were included to clarify resolutions to other provisions or policies.

The other two bylaws were in regard to utility management and water and sewer rates, fees, and charges. The rates require approval by the Saskatchewan Municipal Board, and have been sent off for that approval. If approved, they will be implemented in the utility billing following their approval and notice to the public.

Town Council recognizes that rate increases are not pleasant, but please keep in mind that there is not going to be a municipal mill rate increase. Utilities are expected to be self-sustaining, Lafleche’s water has needed an increase for a few years, it is Council’s hope that the increase for 2028 will not be necessary until later than that.

2026-2031 Hay Tender

Upcoming Events

Regular Meetings of Council will occur on March 12 and April 9 at 7 p.m. Town Council has also scheduled a Special Closed Budget Meeting for February 25 at 6 p.m. The Lafleche Music Festival will be taking place March 22 – 28. The Town’s By-election was set for May 27, 2026 and more information regarding nominations and timelines will be sent out soon.

Taxes & Utility Billing

As the new year has come to a start, 2025 taxes are now in arrears and all arrears accrue interest each month. Overdue utility payments accrue a late fee of $5 each month. To avoid increasing your costs, please ensure timely payment of bills. Commercial waste fees are calculated based on the size of the bin being contracted by Loraas.

Dogs at Large

The Town Office has been receiving an increased number of reports of dogs at large. If you own a dog and have not registered your animal with the Town Office, please come by to register your animal. As well, please ensure you are keeping your animals contained during all hours of the day, it is a hazard to the health of your animal to allow it to free roam in a Town. It is also unfair to residents of the Town to be concerned by or for an animal that is not theirs.

Council Procedures

As always, Regular Meetings are open to the public for viewing, but not participation. If a ratepayer would like to speak to Town Council at a regular meeting, delegation forms should be filled out. These forms require a brief explanation of the topic of your delegation, as well as your name and the date you’re filling it out. These forms and delegations are also open to the public for viewing. Starting in March 2026, the Town Office will be keeping an ongoing printed agenda that is open for viewing by the public the day prior to the meeting.

Lafleche Library News

The Lafleche Library is hosting chess on Fridays from 2:30 – 4:30 p.m. As well, the Librarian will be hosting a session at the Sask. Libraries Conference in regards to “AI for the Rural Librarian.”

Welcome to Lafleche – Request for Contacts and Intros to Businesses, Groups, Etc.

As new people occasionally stop by the Town Office, it would be extremely helpful and greatly appreciated if information from local businesses looking for employees, groups looking for volunteers, or groups looking for new members could pass on updated contact information and short introductions. This information will be used to create pamphlet(s) to hand out to newcomers so they know who to contact to get involved and where they can apply for local jobs. As well, it helps to ensure information on the lafleche.ca website is accurate, so that people who are looking for information aren’t calling people who are no longer involved.

Census Canada Hiring

We are pleased to inform you that the next Census of Population will take place in May 2026. To support this important project, Statistics Canada is hiring for supervisory and non-supervisory positions. Approximately 32,000 jobs are available across Canada!

Statistics Canada is looking for local people to help them collect accurate data in our community. This data is vital for planning and evaluating programs and services such as education, health care, child care, housing, emergency services, roads, public transportation and job training. Loraas Disposal

The Town of Lafleche is no longer engaging in garbage pickup; all pickup will be done through Loraas. If there are any issues, please feel free to contact the office.

Snow Removal Policy Update

At the November 2025 Regular Meeting of Council, the Snow Removal Policy Schedule ‘B’ was updated to add certain alleys used as primary access or emergency egress to Priority 2. As the snow has started flying, the updated Schedule is on page 2 of this  newsletter to encourage awareness of the Town’s priorities for snow clearing. Priority 1 roads are to be cleared within 48 hours of snowfall and Priority 2 roads are to be cleared within 96 hours of snowfall, unless unusual circumstances or additional snowfall accumulates, in which case the Town Foreman will adjust as deemed necessary.

Animal Control Bylaw No. 536-25

At the December 2025 Regular Meeting of Council, the Animal Control Bylaw was passed. Dogs and cats are required to be registered annually with the Town Office by the end of January; if registered after January 31, penalties may apply. The Animal Control Bylaw allows owners to register up to 4 of each (dogs and cats), and includes a form to submit to request an exception for more. Letters requesting renewal of registration will be sent out to those with animals registered in 2025 and prior.
